On my desktop I have Grub menu.lst timeout set for the default 10sec - the menu stays onscreen for less than 2 seconds.
For a timeout of 5 seconds the menu does not appear at all, it just boots straight into the default os.
This has not happened in 6 or 7 x32 or in 6 x64. Anyone else ??

--there would be no difference in mint 7 32bit or 64bit bootloader, GRUB is the same in each version
Nope, it matches the seconds countdown setup in /boot/grub/menu.1st

Maybe you have a very fast (sas or ssd drive) or very small Linux partition (10gb or so)
--or you have no password set on the bios of the machine and are misinterpreting the actual load speed
