I did a quick Google, because I didn't know what it was either. Oddly, I saw almost nothing that would tell me what exactly it was. It is released by "Watchtower" which is a religious organization associated with "Jehovah's Witnesses."
You are on your own from there.
Maybe the thread starter will enlighten us.
