I don't know whether this is a bug, but I have done nothing to make this happen(as far as I know)
Every time I click on start,(7 Gloria) the application that I open is behind the start menu, and the start menu stays on the top of the application until I click on the application to bring it to the fore ! I am sure this did not happen a few weeks ago?

Check the left most side of the Mint Menu for any small grey tabs and remove them.
