If you mean the OS only..
  • I run mint menu>control center>system>Computer Janitor
--to remove uninstalled application directories & files
    bleachbit
--to clean out temporary, history, cache etc.: user or root files..
    chkroot
    --to check for root kits
Dont start logs on boot or empty them when booting
    --logs in /var/log
    rcconf
--to reduce the number of services running
Remove any applications I don't need, eg blutooth or Samba
Keep the system up to date with mintupdate..
    localepurge
--to remove languages & man pages that I don't need
Some of these applications need to be installed; bleachbit, chkroot, rcconf, localepurge

Tweakui..
I haven't run this one and probably wont as I don't need most of the feature set that it provides, and I would be a little concerned about how it might affect Linux Mint..

safe to use?
Only chkrootkit, as it is a scanner
--relative term, answer is as always: it depends
  • On you
    --what you are doing
--how you operate the system (your style). For example, if you just run a command without monitoring the screens being presented, then it is unsafe at any time
    those kinds of decisions..
The others require you to decide what to do with the data being presented..

If you ever work in the IT area, they have an odd(business like --just the facts) view of what it means to be safe to use. In their case, safe means causes no problems and can be reversed..
--tends to make people afraid to do anything, so they never learn too much; beyond the procedures in-place

When it's your own system, the more you experiment, the more you learn
--but as usual, it is better not to muck around with a system you depend on to be available, use another system for experiments
