Perhaps your try root=/dev/hda7 instead of /dev/sda7 on the Mint part,

Try chainloading Mint. Use the below boot stanza for Mint 7 in your menu.lst file.
title Mint 7 Gloria
root (hd0,6)
chainloader +1
Then in Puppy open a terminal and type:
grub
root (hd0,6)
setup (hd0,6)
quit
Close the terminal and reboot. See if that doesn't give you access to Mint.
