Your xorg.conf looks slightly odd
This is what I have
Section "Monitor"
Identifier "Configured Monitor"
EndSection

Section "Screen"
Identifier "Default Screen"
Monitor "Configured Monitor"
Device "Configured Video Device"
DefaultDepth 24

Section "Module"
Load "glx"
EndSection

Section "Device"
Identifier "Configured Video Device"
Driver "fglrx"
EndSection

Section "ServerFlags"
Option "DontZap" "False"
EndSection
That's all
Are the artifacts the dotted lines below trash and home
Any other?
If not I'd say it's something with that plasmoid

OK - sometimes people add a lot to let's say xorg.conf and they get a problem but you seem to have studied the subject.
It seems that the artifacts are on icons only - do you use the standard theme?
It can be the theme that for some reason has problems

Yes - this can be very strange
I did not see the full extent of it at first - had I done that I'd immediately would have said theme :)
This is a combination of graphics card (hardware), graphics driver, the application* used, theme* and possibly more (software)
* They can be qt or gtk depending on DE and they have their problems
