I don't know what it is that people see in PhotoShop, I find GIMP far better suited to my needs. But then again I am using exclusively Linux since 1996 ... And somehow I survived without PhotoShop

Did you try Cedega? http://www.transgaming.com ... It even works with some newer titles, speed is OK. I myself have a minimum Windows XP installation somewhere on a partition which I use from time to time for games; I don't use Windows XP for anything else. Besides I am considering to buy a Nintendo Wii or a Sony PlayStation3 ... or both. So gaming on the PC is not that much of a topic if you use consoles anyway ...

It should be noted that some of those tools I mentioned above are available via "apt-get install ... " or synaptic; some others need to be downloaded and compiled manually as the writers don't have the time to create packages for all the many Linux distros.

You should talk to Adobe Inc. and tell them to make native Linux versions of their closed-source commercial applications. However, both applications you mention up there should be able to run via CrossOver: http://www.codeweavers.com/
And there is the Flash for Linux project ... I think they are still too new and haven't got any downloadable package yet. Many if not most of the free development tools that are listed there are available via synaptic. The commercial closed-source ones have to be purchased and downloaded from their makers' websites, obviously.

However, on Linux you can record anything on your desktop into a SWF file. In other words: If you can display it somehow on your screen, you can also record that into a SWF file. That's pretty much the functionality you describe, except that this comprises the entire desktop (single windows possible too if you know how ... but I am not going to waste my time explaining that to you now ... ) and not a specific file format:
