First off, I'm running linuxmint 2.2 kde on a Lenovo 3000 N100 with intel gma950 video.
The problem is, everytime i try to access a cd in my cd-rom drive linuxmint completely freezes. Then I have to hold down the power button to shut it off and then turn it back on. I'm fairly certain it's not a hardware problem with the drive, because livecds work fine.

So when you boot from a cd you're OK but when you try to use a CD from within an installed Mint you're not?livecds work fine
These total lockups (if that's a word ) are a pain....
The reason is that your system uses all its resources when it tries to start the CD, but why this happens I don't know
Have the system monitor open when you try to open a CD - this may produce a lead to what's causing your problems
