Is there any way to change the background of the title bar of an active window, and/or change the border colors?
If find there to be very little visual difference between selected and non-selected windows. I would like to make the active window stand out much more.

That depends on the theme you use.
I use a customized Crux theme.. it also has borders.

It provides coloured title bar for active window and the option for larger max/min/close buttons. Doesn't change border colours though.
