Has there already been some effort in translating the User Guide to German? If not, I would like to start. Is the source file available for Download somewhere?

Your help would be greatly appreciated. There are a few different versions of the user guides out there. For the correct one & or the Source Code, You should contact the Forum Administrator Clem, As he will have the source code . By E-Mail HERE =http://forums.linuxmint.com/memberlist.php?mode=email&u=2
Tell him your wishes to Translate & he will point you in the correct location, Have a good day.
