If frequently i make apt-get upgrade or dist upgrade, at end i have the definitive release julia or i must reinstall when julia official annunce?

You can update the RC with apt, synaptic or MintUpdate.

And yes, by doing that you will have Mint 10 final release.

mintUpdate makes the rc stable with the pre configured level 1-3 updates. No need to run terminal commands.
Use the terminal only if you know what you are doing. Your initial post doesn't refer to proper knowledge about mint.
