How do I keep apps from covering up my toolbar?

Hey guys,

I'm totally new to Fluxbox, but I recently added it to my #! XFCE install. The first thing that I did was replace the fbpanel with tint2, but I can't seem to keep apps from covering up the tint2 toolbar. This has got to be an easy fix, but I can't quite seem to find it. I assume that it's a setting in the init file somewhere. Can you help?
