How do I set the path variable?

I can not run the update application because the PATH variable does not contain /usr/local/sbin and a couple of other directories. I can set the path using export PATH=$PATH:/usr/local/sbin but it only works for that shell instance. How do I permanently add the directories to the PATH variable ? I have searched the forum for a couple of hours with no luck. If someone could just give me a link, I would appreciate it This is for LMDE 10 and its a new install.

check .profile or .bashrc in your /home/username

Thanks for the quick replies. It may be a while before I can try your suggestions VirtualBox started rebooting the host machine when starting any Mint distro and I need to get that resolved before fixing the upgrade issue with Mint Debian mainly cause Mint Debian is a VM.

Put the path command in your autostart script. Then you'll see it everytime you log in.
