Make Mint Convertible from Ubuntu

Since Mint is based on Debian and Ubuntu, would it be possible to develop a converter method/process to convert from Ubuntu (10.04 for example) to a relative version of Mint without doing a complete backup and then fresh install of Mint and all the applications used when the system was running on Ubuntu?
