Explore2fs is well known and stable
Ext2 Installable File System For Windows is undoubtedly interesting and as the ext2 file system is not a corporate secret like NTFS it should be possible to write good software for this purpose. It's a couple of years old so I think it's ok
I could not find a real review of it though

I use Ext2Fsd.
No problems with it in Vista Ultimate.
