That is different (VLC program, media video player with included codecs) from not seeing the device via the OS
--and you already have installed VLC correctly, yes or not?
As well, you don't indicate yet why the device is not seen by the OS

If it is really not being detected, no LED is showing when the system boots, then I would be checking the hardware, specifically that the cabling for that device is correctly attached (making a good electrical connection) between itself and the mainboard of your system (ribbon cable, usually)..
