Linux Mint is funded by ads and donations.

This package is in the ubuntu universe repo, you may need to add this to your sources. To do this hold Alt and press F2, you should get a run box. Type gksu gedit /etc/apt/sources.list and hit <Enter>, you should be asked for your password. Gedit should open with your sources.list, find the line that says
Code: Select all
deb http://archive.ubuntu.com/ubuntu/ oneiric main restricted

(Note. may be slightly different) and add a space and universe at the end then save and exit. Now open synaptic package manager and hit Reload on the toolbar, when finished you 'should' find the opensc package available to install (right mouse).
[Edit] your original post and add [SOLVED] once your question is resolved.
