I would like to know the answer to this as well. I upgraded from the Gnome 2 LMDE to the new one yesterday (from the fresh ISO respin), and currently using Cinnamon. And it seems the power manager is now lacking options that used to be there before. Is this a temporary omission/regression? Because the power manager settings were already pretty bare bones to begin with, I don't really see having even fewer customization options as an improvement.
And this is actually a big problem for me because my laptop doesn't suspend properly and I am never able to wake it up again after it suspends (it's been like that with every Linux distro I've run on it and never figured out how to fix that). At the moment this means I can't close my laptop ever because if I do I have to reset the whole thing. It's really annoying.
