I've seen this issue reported on the main Mint edition, but not here. Below is the problem I'm experiencing, it seems I use different hardware then others having the same problem so I do not suspect it is video driver related. It may be a problem with Cinnamon or something else.

I have also seen this problem. I suspect it's to do with drivers and maybe interaction with Cinnamon itself. The reason I think drivers though, is that I am also seeing screen instabilities in Gnome 3

Doesn't Cinnamon share some libraries with gnome 3, more to the point the gtk3 libraries?

That is true. Cinnamon is based on Gnome3. So some kind of problem between the two
