Took me some time to figure out this. Perhaps it will help others. To edit the menu items in Cinnamon is easy. Just right-click on the menu icon and do the changes you want. But still you can't edit "All applcations" and "Places" to your own language.
To do this you can open this file: usr/share/cinnamon/applets/menu@cinnamon.org/applet.js. Search for "All applications" and "Places" (with the marks) and replaces them with whatever you want. Don't forget the " .Done!
Still I haven't figured out how to replace "Preferences" in the menu with something else. Any ideas?

Yes, the menu categories sometimes don't get translated, that's a bug in Cinnamon: #643
