sudo apt-get remove -s mint-meta-codecs

Yea, but removing it removes all mint codecs too

Impact on packages: adobe-flash-properties-gtk (installed), mint-flashplugin (removed), mint-meta-codecs (removed), adobe-flashplugin (installed)

i don't see any problem in that output:
you removed mint-flashplugin but installed in its place adobe-flashplugin (so it's all good)
now the "big issue" here in this topic mint-meta-codecs is a meta-package https://help.ubuntu.com/community/MetaPackages it's an empty package, useful to install others but once they are installed it's not needed anymore and can be safely removed.
as viking777 once said imagine it as a shopping-list, once you do the shopping, you can throw the list away
