Using Linux Mint 13 XFCE RC 64 bit, whenever a program window is maximized it leaves a 3mm border around the edges of the screen with the desktop background visible at the border. The bottom bar is fine so it is only affect program windows.
edit: Downloaded Cinnamon desktop and the bug no longer occurs. Obviously this doesn't help in XFCE though.

*facepalm*...Tis not a bug, Clem has already addressed this issue in the release notes. Easy fix actually. (You should expect a few things to be out of order since its RC).
When windows are maximized, a margin of 10px is visible on their side and the windows borders do not appear correctly. This problem will be fixed in the stable release. In the meantime, you can correct it by removing the margins in Menu->Settings->Workspaces->Margins
