[SOLVED] Windows Open Behind Mate Panel when Set to Top

[SOLVED]
Applications open behind mate panel when the orientation is set to top. This is quite annoying becuase the panel covers the top of the window used to click on and drag windows to a new location. Does anyone know how I can possibly fix this or where I can go to fine tune where new windwos open on the desktop?

I guess I answered my own question on this one. I found a workaround thru compiz by by enabling palce windows and setting it to smart placement.

Great! This was exactly the same problem I was looking for a solution for.
Thank you for your post! Now I can see the upper bar of my windows and can move them around without needing to hold down the Alt key!
