The move suggests that some governments hope for a world where even encrypted communications may not be safe from prying eyes.

"The U.S. House of Representatives voted 397-0 today on a resolution to oppose U.N. control of the Internet. 'The 397-0 vote is meant to send a signal to countries meeting at a U.N. conference on telecommunications this week. [6]

Mozilla rallies for opposition against secret Internet treaty [2]

Add another name to the list of critics concerned with attempts to rewrite the International Telecommunication Union to give governments control of the Internet: Silicon Valley’s Mozilla now officially opposes the ITU.

Mozilla, the makers of the highly successful Firefox Web browser for Macs, PCs and smart phones, have come out to condemn a top-secret meeting in Dubai this week that could lead to changes with how the world is wired to the Internet.

The details of the closed-door discussions being held between members of the United Nation’s World Conference on International Telecommunications (WCIT) this week in the United Arab Emirates remains a secret, and that’s exactly why Mozilla is speaking up. In a plea posted on Mozilla.org, the developers write, “The issue isn't whether our governments, the UN or even the ITU should play a role in shaping the Web. The problem is that they are trying to do it behind closed doors, in secret, without us.” [2]

Members of the United Nation’s International Telecommunications Union (ITU) have agreed to work towards implementing a standard for the Internet that would allow for eavesdropping on a worldwide scale.

At a conference in Dubai this week, the ITU members decided to adopt the Y.2770 standard for deep packet inspection, a top-secret proposal by way of China that will allow telecom companies across the world to more easily dig through data passed across the Web.

According to the UN, implementing deep-packet inspection, or DPI, on such a global scale will allow authorities to more easily detect the transferring and sharing of copyrighted materials and other protected files by finding a way for administrators to analyze the payload of online transmissions, not just the header data that is normally identified and interpreted.

“It is standard procedure to route packets based on their headers, after all it is the part of the packet that contains information on the packet's intended destination,” writes The Inquirer’s Lawrence Lati, “but by inspecting the contents of each packet ISPs, governments and anyone else can look at sensitive data. While users can mitigate risks by encrypting data, given enough resources encryption can be foiled.”

"Somebody clamps a deep packet inspection thing on your cable which reads every packet and reassembles the web pages, cataloguing them against your name, address and telephone number either to be given to the government when they ask for it or to be sold to the highest bidder – that's a really serious breach of privacy,” he said. Such is a fair enough response. However, anyone that has lived thru the failed USA War on Drugs however knows people are killed, homes seized, cash stolen and lives utterly shattered under false presumption of wrongdoing, improper address's to a swarm of heavily armed thugs with badges and to those that care about the very laws governing the United States and upheld in the USA Constitution against the stifling effect of police state measures attempting to bypass the USA Bill of Rights.

Revealed: NSA targeting domestic computer systems in secret tests

The National Security Agency's Perfect Citizen program hunts for vulnerabilities in "large-scale" utilities, including power grid and gas pipeline controllers, new documents from EPIC show.[1]

Newly released files show a secret National Security Agency program is targeting the computerized systems that control utilities to discover security vulnerabilities, which can be used to defend the United States or disrupt the infrastructure of other nations.

The NSA's so-called Perfect Citizen program conducts "vulnerability exploration and research" against the computerized controllers that control "large-scale" utilities including power grids and natural gas pipelines, the documents show.

The Perfect Citizen files obtained by the Electronic Privacy Information Center[2] include nearly 100 pages which were entirely redacted under the guise of 'National Security' and 'Top Secret' classifications which the USA Government has routinely used to clearly hide information from the American citizenship which when declassified were neither National Security nor fit the classification of Top Secret but instead were used to hide unlawful actions and unconstitutional agendas.



While the NSA purports that Operation Perfect Citizen in which USA paid government hackers have and continue to secretly penetrate corporate business computers in 'tests', it is entirely likely entire regions of USA citizens private computers are also among those targeted.

U.S. officials have warned for years, privately and publicly, about the vulnerability of the electrical grid to cyberattacks. Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff, told a congressional committee in February: "I know what we [the U.S.] can do and therefore I am extraordinarily concerned about the cyber capabilities of other nations." If a nation gave such software to a fringe group, Dempsey said, "the next thing you know could be into our electrical grid."[1]

That however is the carrot or cheese offered to the American citizenship in a crass and raw attempt to twist clearly illegal and unconstitutional penetration and data theft from corporate and citizens computer and digital systems without warrants,cause nor subpoenas into social acceptance.

Opinion:

USA NSA's Operation Perfect Citizen represents a large material shift away from America's Citizens legal rights which is now reflected by the widely alleged unconstitutional law NDAA.[3][4] USA Citizens rounded up under NDAA without charges, imprisoned indefinitely without trial nor access to their attorneys. The USA Supreme Court is scheduling now to review and determine if the NDAA law is illegal. However the very 'proving you are not a terrorist, proving you are a 'Perfect Citizen' sounds very much like the police state agency's of the German Brown shirts, The East German Stashi and the Soviet Unions KGB gross crackdowns on their own citizens. Somehow America shifted from the presumption that it's citizens were innocent to the presumption it's citizens are involved in illegal acts who must now prove with a heavy hand they are indeed innocent and are 'Perfect Citizens'.

Yes, lawmakers felt extending the mass wiretapping and eavesdropping laws against USA citizens was their number one priority to get done and renewed it while dealing with the 'fiscal cliff' and closing enormous loopholes exploited by the 1% super-rich tax cheats continued to go unresolved.

Senate extends warrantless wiretapping under FISA

Even though Sen. Wyden sits on the Senate Select Committee on Intelligence, he says he has been told next to nothing about how FISA is used to target Americans. During Thursday’s debate, though, the committee’s chairperson, Sen. Dianne Feinstein (D-California), rebuffed Wyden’s concerns.

"No one should think the targets are US persons," Feinstein said. "Thirteen members of the intelligence committee who have voted on this do not believe this is a problem."

"We allowed Congress and the courts to diminish our Fourth Amendment protection, particularly when our papers were held by third parties. I think most Americans would be shocked to know that the Fourth Amendment does not protect your records if they're banking, Internet or Visa records. A warrant is required to read your snail mail and to tap your phone, but no warrant is required to look at your email, text or your Internet searches. They can be read without a warrant. Why is a phone call more deserving of privacy protection than an email?"[1]

USA Senators used the Apartheid Israeli AIPAC lobby talking points asserting that unless all Americans emails,sms texts and phone calls are recorded and scanned THEN radicalized American terrorists could be carrying out crimes. Such crass immoral comparisons sounds like McCarthy labelling all Americans 'communists' during his infamous campaign to blacklist protesters and Hollywood actors, actress's stifling free speech and the right to assemble (USA Constitutional Rights).

One of the worst,depraved directed behaviours from the USA,UK,Canadian new police state condition is all citizens now are all ultimately spying and watching each other and ourselves. New and existing USA laws are entirely designed to round up thousands under charges to be released as 'confidential informants' who are routinely used to spy and inform on their fellow Americans. CI's are the hallmark of the fallen German Brownshirt agency, East Germans Stasi agency as well as the former Soviet Unions KGB. Holding a prison sentence over the CI's heads they are deployed to setup and file false reports on fellow Americans in order to keep themselves out of prison. The rampant use of CI's by USA law enforcement, FBI and other agencys directly fragments the American society fanning the flames of distrust and violence. Teenagers charged with a 10 yr prison sentence for illegal downloads are used as CI's until they are exposed or their lives are totally destroyed. Their lives are often shattered after those they setup,framed and sent to prison are released and track them down but to an Orwellian State, such is the norm.[2]

Western media is once again attempting to demonize China for its control over it's citizens Internet useage. In this case by China forcing it's citizens to register their accounts under their own names. Such is sheer hypocrisy for the USA Gov as for years the Federal Gov. has secretly obtained the MAC address's via all ISP's and now common rural cops can with a single software click obtain your account information and a great deal MORE information about YOU than simply what your name is. Apparently, this latest attempt by the USA Gov PsyOP's on the American people regarding China depends on American's not realising their loss of privacy is even worse than those experienced by the average Chinese citizen. After all they sing 'America the land of the Free'. Perhaps in the near future a song about the NDAA law which changed all of that will be written.[3][4]
