When I open programs for the first time, they open at about 1/4 the normal size, perfectly scaled down. If I close and re-open them, they open normally.
Examples include firefox and chromium. Can anyone explain this? Running mint 14 cinnamon, clean install. Thanks.

Happens to me occasionally, have only noticed it with Bluefish though but after resizing the window and closing it down it hasn't happened since.
Linux Mint 20.3 (Cinnamon) 64bit.

I notice it most commonly with Chromium and Wine, though Rhythmbox and a few others do it from time to time.

You can work around it by changing the effect that displays when new windows are opened.
Launch the Cinnamon Settings application,
Under Effects, change the Mappings windows effect from Scale to Fade
