On Mint I haven't done anything. In fact after downloading and installing it, the first thing I did was surfing the internet.

I have tried the cold boot. It wasn't any help either.

xenopeek,

Do you think, since Radiator has XP,
that his pc is a bit older (4+ years), and
that maybe Mint 13 LTS might be a better choice?
I'm assuming 13 is a bit gentler on older boxes.
And Long Term Support (LTS) is an added bonus.

Maybe a smaller desktop like xfce?
Not so many bells & whistles, eye candy, ear candy,
but xfce is smaller and faster.

Radiator,

Glad to see you gave Cold Boot a try.
Sorry it didn't solve your issues.
Cold Boot is one of those standard procedures
one should usually do before ripping up the place.
I've seem cold booting modems, both cable and dsl
work wonders.

Well, I don't what can be causing some websites to work fine and others not--not even a traceroute working :? That is pretty low-level in the operating system.

Interesting one.
Maybe you can try different router ( or router on your friend home with different ISP ).
