I would like to suggest that bluegriffon be packaged for Mint.
Kompozer is no longer in the ubuntu repositories and I understand it is not being actively developed any longer.
blueGriffon would be a good alternative. but in not in any of the repositories either.

I saw bluegriffon package in removed repository. You can enable removed repository from software sources.
If removed repo still down, change to removed mirror . Tutorial is here: http://www.ubuntugeek.com/removed-mirror-site.html

Changing the properties on that install file works. But it does a pretty crude install. All you'll see on your application launcher is a folder. No icons or anything like that. It also does not do a system wide install.
