Synaptic broken in Mint 13, 64 bit, KDE

No matter what I try I cannot get to ANY repo's for Mint 13, 64bit, KDE.

How do I fix the problem??

I tried apt-get clean
apt-get update
and a few others I can't remember and still every url for the repos in syaptic all return FAILED.

The built in software managr is ok for a few things but I need to get a few 'modern' things from synaptic.

Modern generally means things that are more current releases.

One example would be updates for KDE, but not only that one, but all the updates available.

My DVD is broken and reinstalling or replacing linux is out for the time being. And Mint 14 is missing the RANDOM button for the MAC address which I need and use constantly.

I would get a new DVD for my laptop but it is a very long drive to get one. Yes, I could send it out under warraty but have to not only pay for shipping but would be without my laptop for up to a month. This is unacceptable (sigh). Oh, I have no credit card, debit card, bank account. (Debt free for 6 years now).
