USB power problems

When I boot Mint, my USB devices do not work for a minute or so after the login screen appears. When I say they don't work, I mean that they don't even appear to be getting power. However, I haven't noticed this problem with Windows. I've tried several devices and they all are affected in a similar manner.

This is the only error message I've seen from the kernel:

This makes me think it is a hardware issue, but that doesn't explain why the USB devices still work in Windows, or why they work on Linux after a delay.
