You can install
dconf-tools from Software Manager and experiment with this:

I put
base_color:#abc5d7 in the line to get this effect -

So it doesn't
just change nemo's window background colour, it does affect eg. input boxes as well, so font colour might then be a problem depending on
the background colour you choose.
This was in LM14 Cinnamon, Nemo 1.1.2.
