No, but if you know the exact dimensions that you need to achieve, you can use GIMP.

In GIMP, typically you would:

1. Crop the image

2. Image => Scale Image

Consult the GIMP manual if you're not familiar with these 2 operations.

When I go on scale image and change the image size in 35x45 (changing even the measure from pixel to mm), then automatically change in 34.92 and 45.16. Why?

Printing with the scale above written, the image is re-sized in 25x32 mm. Why? I checked again the measures before printing, they're 34.92x45.12 mm.
I solved using a ruler on my monitor. :shock:

Because you have not adjusted your aspect ratio on the original crop. Refer to the details on cropping in the GIMP manual for a detailed explanation.

Printing depends on DPI, so when resizing you have to match its value to the one that you'll print with. It's not easy to get it right if you're completely unfamiliar with the concept, so it's best if you do some reading on the subject.

what values should I use in the aspect ratio?

It would be numerically multiplicative or divisible by 25 x 35. For example 2.5 X 3.5 Inches.

Setting the aspect ratio before the crop will enable any selections made by the crop selector to be the ratio specified. After the crop you would then re-scale to the correct end size.

Now there is an open source software for that:
