Change default reduced brightness on Dell Inspiron 6000

By default, the backlight brightness is reduced to 4 when operating on batteries. I would like it to be a little brighter. I can use the function keys but it goes back to 4 after sitting a few seconds.

Seems to be solved by disabling "Reduce backlight brightness" on battery power. The Dell hardware seems to remember the last setting. The power management settings only interfere with it.
