Hi,
Is there an option to access the applications menu by a mouse hover over the menu button. Is this also possible for for any menu item in the panel. Couldn't find anything that allows this.
Any help is much appreciated.

Don't know about Xfce but you may have to search for accessibility addons. IIRC in KDE you could have this abilty with Lancelot Launcher/Menu (No-click option). Good luck.

There is in Cinnamon, don't think so in Xfce, but not 100% sure on that.
