SOLVED: HELP - Can't run Software Manager or Package Manager

I am running Katya version of Mint. When I select Software Manager nothing happens. When I select Package Manager I get the password input popup. Then Package Manager show for a second and then goes away.

What is wrong and how do I fix it, short of reinstalling Mint? I have used both SM and PM many times before.

for debugging purpose, you can always try to open synaptic or mintinstall using terminal, so you will see the error.
IMO, it is better reinstall using mint 13 MATE, you'll still get updates till 2017 (you won't get any more upgrade on katya) or wait for the new LMDE MATE ISO, there's no need to reinstall when using LMDE

I ran both from a terminal window as suggested. Somehow that fixed the problem. Now they both start up from the menus.
