What effect, if any will Microsoft's new policy have on Linux users?

"..... all users of Microsoft's Hotmail and other email services operating under different domains such as MSN.com will be automatically converted to Outlook.com by the summer, if they don't voluntarily switch before then."

Why would that change anything ? As long as you can still POP, IMAP and SMTP your messages, an internet messaging system is OS agnostic.

The domain the vendor operates out of shouldn't matter much
--a bigger general issue for all of us is the amount of data mining being done on all these sites (email (yahoo, gmail, hotmail/outlook) twitter, facebook )) and so on..
