Update manageer failing, transparent panel/taskbar

I just installed KDE Linux Mint and a number of issues are happening.

Whenever I use the update manager to referesh packages it fails to download all the repositories

Some index files failed to download. They have been ignored, or old ones used instead.
My panel/taskbar at the bottom of the screen is partially transparent. I can barely read what is on it.

Whenever I maximize a window, it goes under the panel/taskbar.

I am new to KDE, and I have no idea why it happened or how to fix it. Can anyone help?

So, I went to safe mode and that doesnt help...

In the package manager, go to the Settings menu, select Repositories. On the Linux Mint tab, choose Download from: Other...

Click Select Best Server.

Click the Reload button then try again.

thanks doing that now. Any idea how to fix the transparent panel issue?

EDIT: Never mind. I fixed all my problems by uninstalling Linux Mint. It is clearly not functional enough for use.

I cant. Every time I try, there is an error...."E: dpkg was interrupted, you must manually run 'sudo dpkg --configure -a' to correct the problem.
E: _cache->open() failed, please report."...Then I click close and the whole darn thing closes.

I tried to go to terminal with "sudo dpkg --continue -a" but this computer doesnt know how to do that, so that gives a second error and tells me how to access dpkg help but I am not programmer enough to follow up on that. I AM trying but its Japenese to me...

Success!! I got it. Thought I would try ...sudo dpkg --configure -a....one more time and it worked. I got all the updates and system reports it is up to date.

I have one more question though, at the end of the text after installing all the updates I found the following...What does this mean?

Warning: No support for locale: n_CA.utf8

Also,where it said "E: dpkg was interrupted, you must manually run 'sudo dpkg --configure -a' to correct the problem."......what does "dpkg was interupted" mean?
Was another program using dpkg? How could it be interupted?

Had the similar problem last night and today where all packages were unable to be fetched during or after installation. I'm east coast US. It would be a shame for new users of Mint KDE to form opinions of Mint if there were problems at the server head end. Perhaps "best server" should be default or offered as a suggestion as a part of the "fail to fetch" error msg.

e: choose "best server" and installation update of packages went perfectly. Wow. Pretty distribution! Yay Mint!
