Perl Scripts - usr/bin/perl -w

Using linux mint 14 with mate desktop.
Have setup apache webserver with mod_include and confirmed that perl scripts work from terminal, and also confirmed that ssi includes documents and scripts. Everything working according to plan except that perl scripts only work if the shebang line has -w stipulated. If omitted then the scripts fail. Puzzled over this. Does anyone have an idea why this would be required and how to get perl scripts to work without it?

I'd speculate it has something to do with your serving needing to log errors. But that's just a shot in the dark.
