Every time I close the lid of my notebook, the system suspends (no matter if it's on battery power or plugged in).
But I can't choose anything in my power settings for the option "When the lid is closed". There is only a blank entry in both cases.
I'm using LMDE (latest) 64bit with Cinnamon.

Exactly the same here too. Both the dropdowns for "on battery" and "on power" are blank with no options available. Ideally I would prefer laptop NOT to sleep when powered up. Is this a bug or is there a package missing which can fix the issue.

This was driving me crazy too. If you install the following tool it gives you access to advanced settings to make the necessary changes.
$ sudo apt-get install gnome-tweak-tool
Advanced Settings > Shell > Laptop lid close action on battery / Laptop lid close when on AC
$ sudo apt-get install gnome-tweak-tool
Advanced Settings > Shell > Laptop lid close action on battery / Laptop lid close when on AC
