Hello
I use mint maya with mate. After installation I had on panel on the bottom like on this screenshot

But today I mindlessly clicked "update" today and I ended up with something like this (top and bottom panel)

I can't find where to change it.

Right click on the top panel and change the setting from top to bottom.

it's not that simple. What about the "menu" button? I can't find this applet

No this doesn not help. It seems to be for Cinnamom but I'm using MATE 1.6
There is no "Mint menu" applet. Maybe I'm calling it wrong it comes right out of the box with Mint Maya with mate.

this issue is reported in several topics in the forum:
- you updated to mate 1.6 and the user-settings were lost during the upgrade; that is easily solved: reapply the personal tweaks
- mintmenu is not compatible (yet) with mate 1.6
