Clickable links (hyperlinks) open new blank window

I've been trying to get this figured out but it's just not working for some reason. Whenever I click on a link that's not already inside of Chrome, it simply opens a new window with a blank URL. This wouldn't be so bad if it actually loaded the URL into the new window, but the goal is to simply open a new tab with the clicked URL. I've made sure that Chrome is the default browser and fiddled around with a few files here and there, but nothing has worked. Any help would be appreciated.

If you don't click on a hyperlink, then any url is a blank , whether a TAB or simply a new window

I think perhaps you didn't understand my post. When I click on a link outside of Chrome, like from a Pidgin IM, it opens a new blank window instead of loading the URL into a new tab. This only happens on LMDE Cinnamon, which was frustrating enough that I switched to MATE.
