what is the function of those repos?
A package needs some time and testing since it is created til is accepted in Debian stable: First the new package is included in experimental, then moves to sid and then to testing. At these stages, the package can not be used by people using Debian stable
Later the package might go to backports so people using stable might use recent versions of their favourite packages (in fact backports is a group of packages taken from testing recompiled to be used in stable).
The proposed-updates is the next step, and it is similar to the incoming repo in LMDE: These packages are bug-free and are pretty safe, but the Debian team want to test them a bit more before upload that package to stable
Wheezy-updates are new versions of packages (generally those versions just fix known bugs that don't involve security). Wheezy/updates ( are new versions that fix bugs that might affect the security of your system). These two kind of updates should be installed by all users
