This refers to the multimedia codecs package win32codecs whihc includes dll files for popular media formats. No actual binaries but just the libraries for the media players.

I reply to your other question, I have Wine installed and I don't remember installing it, so I think it is bundled with the distro.
Vmware player is in the repos and this can run Windows if you need to. Wmware Server is also a free program and it allows you to create your own virtual machine so that if you want to, you install Windows through vmware server and run all the windows apps you like. IMO it is better than Wine.
