Very unpleasant message I got from time to time on http://forums.linuxmint.com.
I do not want waste my time at /www.spamhaus.org to know I can escape from this...it looks a long process
Because which is irritating is that not all time but appears randomly.

Did someone got this too on http://forums.linuxmint.com ?

As the message states - your internet provider has been blocked. That happens when too many users of that service provider generate spam or post other inappropriate messages. As a consequence their ISP is then blacklisted. Generally this is temporary as you have experienced but can reoccur at any time.
You can take this issue up with your ISP or change to another ISP with effective outgoing spam filters.

The server hosting the Linux Mint Forum is protecting itself as well as its users.
