I don't know where the mixup is, but samsung calls it rastertospl not rastertosplc.
So the simple fix is

sudo ln rastertospl rastertosplc

A quick tip. If you download the samsung printer drivers and install a printer you might end up with an error saying that rastertosplc needs to be installed but isn't.
