What does Mint change from Debian

If I were to use LMDE what all does that change over debian testing? It looks like the repos are the same (Debian's) so is it just cosmetic + mint tools? Same updates (Via apt-get update)? What about tutorials, will a debian how to work for mint debian and vice versa?

LMDE repo are at the moment snapshots of Debian Testing. Currently, our repo looks like Debian testing repo in January.
Additionally with that LMDE provide a repo for Linux Mint specific packages: Cinnamon, Nemo, Mint Sources, Mint Update...

To update your system, you can use either apt or Mint Update. The second one is recommended for new comers as it allows you to read carefully the know problem before upgrading. some cosmetic changes + some bug fixes + some identity changes
the biggest differences between main and LMDE regardng apt is that we're using "apt-get dist-upgrade" instead of "apt-get upgrade". most of the tutorials will works on LMDE.
