I have just faced the same problem at Mint 18.3 Mate after installing xserver-xorg-hwe-16.04. A bit of an update: I tried to return to the Radeon driver, and it seems that when running: sudo lshw -C video it still shows the string "amdgpu" under "driver", so I don't know if that field provides useful feedback. Hello, I tried the same you did renaming 10-amdgpu-pro.conf to .BAK, and it seems to work. My problem was that I got a blackscreen after reboot, and the only way to recover was uninstalling amd drivers. I would make sure all the fglrx drivers files are purged out of your system and then install the AMD driver again. I have not tried that driver yet, as the open source drivers from the repositories have satisfied my requirements until now, but perhaps it's time I gave it a try.
