I uninstalled flatpak and discovered "software manager" was missing. Re-installing mintinstall via synaptic manager re-instated "software manager". My version is Linux Mint 18.3 cinammon.

viewtopic.php?t=204048 reported that remmina client could work. So, I installed remmina and then remmina-plugin-vnc and then had to disable the ssh tunnel setting in the ssh tab and got remote desktop sharing to work. So, maybe it is a client side, not server side issue.
