This isn't really a solution for the flatpak, but I've used the non flatpak version in both 17.3 and 18.2 quite a bit. I'm typing this in 17.3 but I'm pretty sure the version I installed in 18.2 was from the repos. It works just fine. Why do you need the flatpak?

Don't bother. Open source projects aren't exactly over staffed. They're far too busy trying to fix regressions than read suggestions by noobs. They don't have the time or patience.

?..... ?... I don't get that. Isn't KDE supposed to be the "All-the-bell-and-whistles bleeding-edge" desktop environment?... I prefer KDE ... I think all the others are a bit amateurish personally. But the answer to that is no. A DE may be the most powerful of your choices and not have EVERY option...

AFAIK Ubuntu 16.04 and later don't ship with the amdgpu driver, it comes with radeon, and I'd lioke to see a link for that statement.

I just looked at the V-Planner dl site, and the Linux version says it's for "Fedora, Ubuntu, Redhat, SuSU, GNU Linux and more". You're not 100% clear but I think you mean tag editing. I've never seen a Linux file manager that does that but you could install a tag app as mentioned above and open files with that after right clicking.
