I'm marking this as solved. The problem was caused by Sophos Anti-virus. It was denying access to the appropriate folders. I uninstalled it and was able to get my mint-x-icons and cinnamon themes back. Thanks to all that read my post.

Update
I tried reinstalling the mint-y-icons and got a similar message "E: /var/cache/apt/archives/mint-y-icons_1.0.3_all.deb: unable to open '/usr/share/icons/Mint-Y/apps/48/addressbook.png.dpkg-new': Operation not permitted"
What's going on?

instructions and was able to use Simple Scan, but when I install XSane it messes everything up.

I didn't set the username to be my password name on purpose. When I was asked to set the keyring I didn't notice that the username box was highlighted and I typed in my password. I've downloaded gigolo and I'll see about learning to use it. Thanks Cosmo.
