that does sound as if the program is using the Locally Installed Version of Help. it can be tricky to get Tutorials for your version of GIMP: https://www.gimp.org/tutorials/ is one such site. the biggest change came from the upgrade from v2.6 to v2.8, and lots of Help Sites, will still refer to GIMP...

this often happens, when you consider all the dirt, fluff, hair that gets around, your place,
